On August 26, 2019, General Secretary Xi Jinping presided over the fifth meeting of the Central Financial and Economic Affairs Commission, pointing out the need to leverage entrepreneurial and craftsmanship spirits to cultivate a group of “Specialized, Refined, Distinctive, and Innovative” small and medium-sized enterprises.
“Specialized, Refined, Distinctive and Innovative” enterprises refer to industrial SMEs in mid-to-high-end industries such as new-generation information technology, high-end equipment manufacturing, new energy, new materials, and biomedicine. They feature high technological content, advanced equipment and processes, complete management systems, strong market competitiveness, and characterized by “specialization, refinement, distinctiveness, and innovation.”

“Specialized” refers to products that are highly specialized, distinctly professional, and market-specialized and manufactured using specialized technologies or processes. Its main characteristics are the specialized use of the product, the professionalism of the production process, the exclusivity of the technology, and the advantages of specialized development in the segmented market.

“Excellence” refers to the use of advanced applicable technologies or processes, the establishment of refined and efficient management systems and processes based on the philosophy of striving for excellence, and the careful design and production of high-quality products through refined management. Its main characteristics are product refinement, deep craftsmanship, and meticulous corporate management.

“Special” refers to products developed and produced using unique processes, technologies, formulas, or special raw materials, characterized by regional characteristics or special functions. Its main feature is the specialization of products or services.

“New” refers to high-tech products developed and produced through independent innovation, transformation of scientific and technological achievements, joint innovation, or the introduction, digestion, absorption, and re-innovation methods of independent intellectual property rights. Its main characteristics are the innovation and advancement of its products (technologies), high technical content, high added value, and significant economic and social benefits.
